ECB's Draghi warms risk appetite, shares rally

TOKYO (Reuters) - Asian shares rallied on Friday, led higher by a strong result from smartphone giant Samsung Electronics, after the European Central Bank rejuvenated risk appetite and steadied the euro by signalling its resolve to defend the euro zone.

European stocks look set to extend gains, with U.S. stock futures signalling a firm start on Wall Street. Financial spreadbetters called the main indexes in London, Paris and Frankfurt to open up as much as 0.4 percent.

Markets rose sharply after ECB President Mario Draghi said on Thursday the bank would do whatever was necessary to protect the euro zone from collapse, raising expectations it will move quickly to tackle skyrocketing borrowing costs in countries like Spain.

Analysts said Draghi's comments, coming ahead of the bank's policy-setting meeting next week, could signal a resumption of the ECB's sovereign bond-buying scheme known as the Securities Markets Programme which has not been used for months.

"This would prove a welcome relief for struggling economies and their borrowing costs," said Andrew Taylor, market strategist at GFT.

MSCI's broadest index of Asia-Pacific shares outside Japan climbed 1.8 percent, pulled higher by a 3.6 percent gain in the technology sector. At current levels, the index was on track for its biggest daily rise in a month, but still set for a small weekly drop.

Korean shares outperformed their Asian peers to jump more than 2 percent to a one-week high after Samsung Electronics Co, the world's top technology firm by revenue, posted a record profit for the June quarter, pushing its shares up nearly 5 percent. Screenmaker LG Display rose 7 percent after beating earnings expectations.

Japan's Nikkei stock average gained 1 percent, as speculators bought back battered cyclical stocks.

The euro traded at $1.2288, off a two-week high of $1.2330 touched on Thursday after Draghi's comments but well above a 25-month low of $1.2042 hit earlier in the week. Against the yen, the euro was at 96.10 yen, well above 94.12 yen touched on Tuesday, its weakest since November 2000.

"Expectations have heightened after Draghi's remarks for the ECB to do something next week, along with an expected rate cut," said Yuji Saito, director of foreign exchange at Credit Agricole Bank in Tokyo.

"The euro, for now, is spared from being tested lower, with the U.S. also coming under pressure to do something to support its growth," he said.

The euro's recovery from lows against the dollar underpinned dollar-denominated commodities such as oil, copper and gold.

US GDP EYED

The euro was further supported by expectations that the U.S. Federal Reserve could offer some additional stimulus at its policy meeting next week to ensure a delicate U.S. recovery remains on track.

"The Fed stands very little chance of achieving its goals on employment without further stimulus," said Andrew Wilkinson, chief economic strategist at Miller Tabak & Co. In New York.

Investors were waiting for U.S. gross domestic product data, due out later on Friday. The economy likely grew at a 1.5 percent annual rate in the second quarter, putting it on track for the slowest growth since the second quarter of 2011.

The euro's upside, however, will be capped due to uncertainty surrounding Greece's restructuring efforts as its global lenders scrutinise conditions for twice-bailed out Athens to keep receiving aid.

Asian credit markets firmed with risk appetite returning, narrowing the spread on the iTraxx Asia ex-Japan investment-grade index by 7 basis points.

Oil extended previous day's gains, with U.S. crude rising 0.4 percent to $89.73 a barrel and Brent up 0.5 percent at $105.80 a barrel.

IT WASN'T TO BE

The excitement near the road course finish line outside the palace fell flat as Great Britain and favorite Mark Cavendish failed to win a medal.

"I was there when he didn't win it!" shouted Richard Jones of London.

He'd been watching the race on television with his wife and another couple when they decided with an hour to go to hustle over to Buckingham Palace for the finish.

"We practically did a triathlon to get here," said Jane Carson of Chester. "And we didn't even get very close ? but neither did Cav."

STAG DO

A rowing regatta isn't the usual place to start a bachelor party.

It worked out just fine for husband-to-be Martin Stanning, though, as he watched sister Heather romp to victory in the women's pair with partner Helen Glover at Dorney Lake? setting a Olympic best time in the process.

Martin was under orders in the "stag do" ? as it's called in Britain ? from his older brother Alistair, who was organizer-in-chief. His parents were there, too.

Glover and Stanning are big favorites to win the final of the women's pair on Wednesday after going through this season unbeaten. If they win gold, they'll become the first British women to do so.

HOT VENUE

Although the ExCel venue is well south of the Olympic Park, the venue is shaping up as a surprisingly good place to catch the Olympic spirit.

ExCel is hosting boxing, weightlifting, judo, fencing and table tennis in separate spaces, but the sprawling complex is connected by a central hall that has turned into a pedestrian mall where the combined crowd can mingle amid a large array of dining options.

With thousands of fans pouring off trains Saturday, ExCel had a remarkable vibe as each of its sports except wrestling got underway. The venue's only obvious flaw is a lack of seating in that central hall, where hundreds of people are just sitting on the ground to eat their baked potatoes and curries.

Greg Munford, 31, applied for "loads" of tickets but didn't get a single one. "I was gutted," he says.

So he came from his home in the English city of Bath to London's Hyde Park, where thousands of people are sprawled on wood chips (the grass fell victim to a concert series and wet weather) watching five big screens showing everything from handball to cycling.

"If I can't get to the venues this is the second-best place to be," says Munford. "I'm soaking up the spirit." He admits he didn't understand much of the dressage on the screen, but offered: "It all looks very elegant!"

HIDDEN FLAME

It's a shame you can't see the Olympic flame. That was the reaction from visitors to London's Olympic Park and across Twitter on Saturday, as the intricate cauldron and its copper petals remained out of sight in the middle of the stadium.

All recent Olympics have featured a flaming cauldron, visible across the Olympic precinct.

But in London, only spectators lucky enough to have a ticket for events inside the main stadium will actually see it. Other park visitors will only be able to see an image beamed onto big screens.

At a news conference Saturday, cauldron creator Thomas Heatherwick defended the decision, saying organizers had tried to resist the temptation of creating a cauldron that was bigger, fatter or higher than at previous games.

"There was the complete precedent of the 1948 (London) Games of the cauldron set within the stadium... to one side with the spectators and with the technology we now have that didn't exist in 1948 it can be shared with everyone in the Park with screens," Heatherwick said.

The cauldron design was backed by the UK prime minister, but some members of the International Olympic Committee are said to be privately critical of the concept.

Strolling through security to enter Olympic Park, former British basketball star John Amaechi says he has been quite pleased with how his home country has opened these games.

The center paired with gymnast Nadia Comaneci to take the torch to the roof of the North Greenwich Arena earlier this month and is eager to see how Britain opens against powerful Russia in its men's basketball opener on Sunday.

"It's been wonderful so far, but the real work hasn't even started," Amaechi says. "That will tell the tale."

I SEE BY YOUR OUTFIT ...

Dressed head to toe in the British flag ? or, rather, AS the British flag ? Mick Burn wanted to find a spot along the road course to cheer cyclist Mark Cavendish.

But his outfit was so extreme, the man from Watford in Hertfortshire couldn't make it more than a few feet (meters) at a time without being stopped by fans wanting to pose for a picture with him.

"I've been mobbed all day," he says. And he's delighted by that fact.

It took him almost two years and 200 pounds (more than $300) to assemble the outfit, which consisted of everything from "posh golf pants," a waistcoat, his watch, eyeglasses and even his underwear. The toughest item was the sport coat, which cost him 50 pounds (about $75) on eBay.

Burn had thought his niece, rower Lucinda Gooderham, would be competing in these games. She didn't qualify, but he vowed to keep fine-tuning the outfit for Rio.

Board member Akshay Desai, a physician from Tampa, said he was glad the state was able to ?fend off? attacks from those, in his view, who are ?trying to discredit? testing in Florida. He mentioned a certain ?constituency? that does like testing, apparently a reference to Florida school boards approving resolutions that argued an over emphasis on standardized testing was hurting education in Florida.

?We have been able to continue to fend off the unnecessary attacks on the A+ system,? he said, adding that he thought Education Commissioner Gerard Robinson had done a good job answering those who have been complaining there is too much testing. ?Keep up the good work,? he added.

What smug airiness. Unlike?state board members, local school board members are elected officials ? not?appointed patrons.??Desai?s dismissal of them as a ?constituency? is contemptible, but predictable. Jeb Bush ? who appointed Desai ? heads a self-important clique of anointed whose conceit for anything and anyone not in line with their dogma has become sickening.

Desai has already demonstrated his willingness to be part of the spin campaign to save the system he? devoted to. He was the first to sign onto a ?hold our ground? statement after this spring?s FCAT Writes debacle. Desai flip-flopped less than 24 hours later and voted to change the scale along with the rest of the Board. Perhaps he?d like to have this bit of spew back after yesterday? news that the DOE was wrong on grades for over 200 Florida schools.

(AP) ? Investigators reclassified the disappearance of two missing Iowa cousins as an abduction case Friday after an FBI dive team failed to find their bodies in a lake near where they were last seen a week ago.

Lyric Cook-Morrissey, 10, and Elizabeth Collins, 8, vanished after riding bikes near Meyers Lake in Evansdale, a small town in northeast Iowa that has been devastated by their disappearance. Their bikes were later found on a path near the lake.

Investigators are confident the girls did not drown or die in the lake, and they do not believe the girls got lost because they would have been found by now, Black Hawk County Chief Deputy Rick Abben told reporters during an afternoon news briefing.

"Since we can't find them, and they are not in the lake, we're calling it an abduction," said Abben, who announced a $50,000 reward for information leading to an arrest and conviction. "Now that it's an abduction, everyone is a suspect until we find these people, these two young girls."

Abben spoke after an FBI dive team that focuses on underwater searches spent hours Friday on a boat equipped with sonar equipment, searching the bottom of the 26-acre lake. FBI spokeswoman Sandy Breault said divers were confident the girls were not there based on the surveillance, and they did not need to conduct any dives. The lake had been partially drained, and the sandy and muddy bottom could be seen in some spots.

The shift in the case also came after authorities took steps to keep a closer watch on Lyric's father, a man with a lengthy criminal history who has stopped cooperating with police.

A judge on Thursday granted a prosecution request to place Daniel Morrissey, 36, in a pretrial supervision program of the Iowa Department of Corrections while he faces September trials in two separate drug cases that could land him in prison for decades. The change means Morrissey, who has been free on bond, will be supervised by parole officers who will make sure he shows up in court and does not violate the terms of his release.

Abben said authorities sought the order "so that we have a little bit closer" monitoring of Morrissey. But he also said Morrissey was not considered a suspect, and investigators were scrutinizing others in the family with criminal histories.

"We're looking at everybody, not just one set of parents over the other. Not just because one family may have a criminal background. Everything has to be considered," Abben said.

Morrissey's wife, Misty Cook-Morrissey, 34, pleaded guilty in 2003 in federal court to conspiracy to manufacture and distribute methamphetamine, court documents show. She also has theft and alcohol violations in state court and is on supervised release after her probation was revoked in September because of drug and excessive alcohol use and failure to comply with drug tests.

Cook-Morrissey, told KWWL-TV on Friday that she believed authorities were unfairly scrutinizing her and her husband because of their criminal histories. She said she believed police were getting frustrated after searching extensively for a week and coming up empty.

"It's frustrating for us as well," she said.

Black Hawk County prosecutor Brad Walz said Morrissey should have been placed under supervision when he was released on bond in May. Morrissey faces five charges that each carry 45-year prison terms, including possession of methamphetamine with intent to deliver and conspiracy to manufacture methamphetamine.

Messages left for Morrissey's defense lawyer Friday were not returned.

With the search of the lake complete, Abben said city officials will halt their efforts to drain the body of water. They started the process earlier in the week and then stopped it Thursday because the FBI's special equipment needed a certain amount of water to work.

Abben said investigators will continue to chase leads through the weekend. They have sent some evidence to the Iowa Division of Criminal Investigation laboratory in Ankeny for analysis, he said, although he would not elaborate on what it was.

Police conducted checkpoints throughout Evansdale on Friday, but Abben didn't say whether those had yielded the evidence. He did say no weapons were found.

The working-class community of 4,700 near Waterloo has rallied to show support for the girls. Many residents have been wearing T-shirts bearing the cousins' pictures and posted hand-written notes to them at the lake. They planned to release balloons at a local park Friday evening, and a benefit run for the girls' families was scheduled for Saturday morning in Waterloo.

(AP) ? China's once-a-decade political transition coming this fall seems devoid of drama on the surface: It's clear who will take over, and the fight for other top spots is invisible to the public. But beneath the veneer of calm, the Communist Party is struggling to contain troubling events and mask divisions.

The world's second-largest economy is experiencing an unexpectedly sharp slowdown. Violent demonstrations percolate as people tire of corruption, land grabs and policies seen as unfair. Tensions simmer with neighboring countries and the U.S. over territorial disputes in the South China Sea. Then there's the unresolved scandal involving Bo Xilai, who was a well-connected contender for high office before he was ousted for still unexplained transgressions.

The communist grip on power isn't threatened and the lack of open elections means they require no voter approval. But the party risks eroded legitimacy and a reduced ability to impose its will, further alienating younger Chinese and encouraging critical opposition voices arguing for a democratic alternative.

As the party's unstated contract with the people exchanging one-party rule for economic growth frays, pressure for reform is likely to intensify.

"The economic downturn, human rights demands and political reform are major issues for the party," said Wu Si, editor-in-chief of the Beijing-based pro-reform journal Yanhuang Chunqiu. "None of the leaders know what to do about it."

Five years after he was picked as successor, Vice President Xi Jinping remains on track to take over from President Hu Jintao in the party's fall congress, where its leading members will install a new generation of leaders.

China is run by a collective leadership, and many of the other seats in the Politburo Standing Committee, decision-making's inner sanctum, are undecided, analysts and party insiders say.

Final decisions on the leadership lineup and key issues to be addressed at the congress should be hammered out in various sessions this summer, including informal meetings east of Beijing at the seaside Beidaihe resort.

None of the leading contenders ? mostly proteges of Hu or other rival party elders ? is trying to grab headlines.

Open politicking is strongly frowned upon, and while competition for posts and influence is intense, it takes place far from the public as the party seeks to display a united front, said Jiannan Zhu, a political scientist at the University of Nevada, Reno.

"The priority for the Chinese government ahead of the party congress is to make sure no major instability occurs," Zhu said.

The flamboyant Bo is one of the few Chinese politicians who did overtly campaign for a higher-level job, and that is believed to be one of the sins that led to his downfall.

His removal as party boss of the mega-city of Chongqing and suspension from the Politburo exposed divisions within the leadership. It also further convinced an already skeptical public about the greed and bare-knuckled machinations of their secretive leaders.

Bo's ouster this spring was accompanied by the announcement that his wife and a family aide were under investigation for the murder of a British businessman. Reports have said that Bo tried to quash the probe.

Trial for Bo's wife, Gu Kailai, and for his ex-police chief, Wang Lijun ? who exposed the murder when he fled briefly to a U.S. consulate ? could begin this month, according to diplomats in Beijing who spoke on condition of anonymity.

As for Bo himself, politically connected Chinese have previously said that party leaders would have address his fate before the congress to heal divisions, but the government and its media have said nothing about the case in recent weeks.

Dealing with Bo is believed to have distracted the leadership, delaying its response to the deepening slowdown that has dragged growth to a three-year low of 7.6 percent in the three months ending in June. Interest rates have been cut twice in the past month and a half in a bid to kick-start growth, but Beijing is powerless to stem the malaise in Europe and the U.S. that has slashed demand for Chinese exports.

The downturn could worsen unrest. China already sees 180,000 strikes, protests and other mass demonstrations each year, according to government data compiled by Tsinghua University sociologist Sun Liping.

In recent protests in the southwestern city of Shifang, high school students joined ordinary Chinese in demonstrating against a copper smelter. Images of police beating protesters bloody and firing tear gas sparked nationwide outrage after they circulated online.

Trying to put a lid on disturbances ahead of the congress, authorities are tightening already stringent controls on political critics and activists of all stripes. Wu Lihong, who once received a government award for his environmental campaigning, said he has been told not to travel or accept speaking engagements in coming months.

"They're using the congress as a pretext for every kind of restriction they can think of," Wu said by phone from his home near heavily polluted Lake Tai.

The need to quash unrest was underscored in a speech this week by the party's law and order chief, Zhou Yongkang, in which he ordered cadres to nip problems in the bud ? whatever the cost.

"All levels of the party and government must make maintaining stability their first responsibility," Zhou told security officials at a national teleconference Tuesday.

Authorities also are trying to keep Chinese media in line. They dismissed two editors at Shanghai's Oriental Morning Post after publication of a story calling for private industry to enjoy the same rights as state companies.

Southern Weekly, one of the country's most widely respected newspaper groups, has seen editors replaced by propaganda officials. Editors and reporters at the paper said the new leaders spiked an interview with Shifang's party boss, who was replaced soon after the riots. The party leader defended his actions and complained about the lack of outside support, the editors said.

"Everybody feels like things are getting more oppressive. It's been happening for a long time, but the party congress is making it worse," said one former Southern Weekly editor who now works for online media. He asked not to be named to avoid repercussions against his new employer.

To some Chinese, government repression is raising doubts about whether a new slate of leaders will overcome entrenched interests.

Zhang Jian of Peking University's School of Government said that even if Xi were inclined to make bold social or economic changes, he would need support from other leaders, and the government's recent heavy-handed tactics make clear there is no consensus that reforms are needed.

"I see no hope at all that Xi will be able to put in place any serious, meaningful political reform," Zhang said.

Meanwhile, economic pressure is likely to grow. China's rapidly aging society will severely restrict the labor pool, undermining China's low-cost advantage and increasing the social security burden for workers and the state.

"The world is changing rapidly around the party. Muddling through will not be feasible during Xi's rule," said Harvard China expert Tony Saich. A major crisis in coming years will either demand major reforms or severely challenge the communists' grip on power, Saich said.

Despite ongoing public health efforts, E. coli outbreaks continue to infiltrate the food supply, annually causing significant sickness and death throughout the world. But the research community is gaining ground. In a major finding, published today in the scientific journal Nature, researchers from the La Jolla Institute for Allergy & Immunology have discovered a molecule's previously unknown role in fighting off E. coli and other bacterial infections, a discovery that could lead to new ways to protect people from these dangerous microorganisms.

"We've found that a certain molecule, known as HVEM, expressed by the cells lining the surface of the lung and intestine, is critical to protecting the body from E. coli, pneumococcus and other bacterial infections that enter our bodies through the lining of our respiratory or intestinal tracts," said Mitchell Kronenberg, Ph.D., La Jolla Institute's president and chief scientific officer, who led the research team. "We discovered that HVEM acts in these cells like a border guard that responds to the presence of invasive bacteria and signals the immune system to send in more troops. Without its involvement as part of the epithelial protective barrier, the body could be overrun by certain disease causing bacteria," said Dr. Kronenberg, adding that he is hopeful the discovery will advance efforts toward developing new treatments or vaccines against bacterial infections.

"People knew that epithelial cells protect the body's mucosal borders from infection," said Dr. Kronenberg. "But what wasn't known was that HVEM is critically important in turning on the epithelial cell anti-bacterial response." Epithelial cells line the body's mucosal borders, which include the mouth, nose, intestines and lungs and are the most common entry points for infectious pathogens. "We found that HVEM and another receptor (the receptor for IL-22) have to act together in the epithelial cells to trigger immune protection. Without these two receptors acting in concert, the body couldn't withstand the infection," said Dr. Kronenberg.

Richard S. Blumberg, M.D., a professor of medicine at Harvard Medical School and chief of the division of Gastroenteroogy, Hepatology and Endoscopy at Brigham and Women's Hospital, called the finding important on many levels. "It is of great biological interest because it shows how this very novel pathway has an important role to play in the management of infections at the epithelial boundaries, which is the entry point for the vast majority of infectious diseases," he said. "At the most fundamental levels, it gives us new insights into the way in which our host immune response engages and enables protection mechanisms at that portal of entry. From a therapeutic standpoint, better understanding of these pathways will enable researchers to explore ways to therapeutically manipulate the immune response to prevent and eradicate infectious pathogens at these critical body sites."

While the study, "HVEM signaling at mucosal barriers provides host defense against pathogenic bacteria," focused on E. coli and pneumococcus (also known as Streptococcus pneumoniae), Dr. Kronenberg said the HVEM mechanism is likely involved in protecting the body from many other dangerous bacteria and other microorganisms. In fact, HVEM stands for herpes virus entry mediator, and it is a protein that herpes virus uses to enter cells.

In the study, the researchers used mice genetically engineered not to have HVEM. When these mice were exposed to pneumococcus or a mouse pathogen very similar to E. coli, the HVEM deficiency led to a much greater susceptibility to infection, higher bacterial burdens and significantly compromised the mucosal barrier. "It is striking how similar the responses in the lung and the intestine were," said Dr. Kronenberg. "The mice without HVEM were unable to respond effectively at either site, and the deficit was not only major but also nearly immediate, within two days of exposure to the microorganisms."

"In the present era of ever increasing antibiotic resistance, innovative approaches to treatment of bacterial infections are urgently needed," commented Victor Nizet, M.D., a professor of Pediatrics and Pharmaceutical Sciences at the University of California San Diego. "These importantly include new approaches to strengthen immune resistance to infection, and the discovery by the La Jolla Institute scientists reveals HVEM as a candidate drug target with relevance to multiple pathogens and multiple sites of infection."

Pneumococcus is the most common cause of bacterial pneumonia and meningitis in children. According to the World Health Organization, pneumonia is the single largest cause of death in children worldwide, annually killing an estimated 1.4 million children under the age of five. While cases among U.S. children have declined significantly due to the introduction of a pneumococcal vaccine in 2000, the bacteria remains a significant problem, particularly among U.S. children under two years, the elderly and throughout the developing world.

Escherichia coli (abbreviated as E. coli) are a large and diverse family of bacteria. Although most strains of E. coli are harmless, some can be deadly. E. coli creeps into the food supply through contamination by tiny (usually invisible) amounts of human or animal feces. Many people may develop mild symptoms, but some suffer severe complications that can lead to kidney failure and death. In 2011, an E. coli outbreak centered in Germany sickened more than 4,000 people, ultimately killing 50 people in 15 countries. The outbreak was eventually traced to contaminated bean sprouts.
